Senior Community Service Employment Program Temporary Sick Leave Guidance Due to COVID-19
In response to the resurgence and spread of the COVID-19 virus, and to protect Senior Community Services Employment Program (SCSEP) participants, the PA Department of Aging (PDA) has implemented a temporary change to Aging Program Directive (APD) 18-05-04 Senior Community Services Employment Program (SCSEP) Policies Governing Federal Holidays, Necessary Sick Leave, Leave of Absence, Terminations and Grievances.
Effective December 1, 2020 through the remainder of the current program year which ends on June 30, 2021, SCSEP sub-grantees are authorized to offer any of the following, as SCSEP participant wages and fringe benefits (PWFB) funding allows:
- Offer active participants up to 20 hours of paid sick leave per week;
- Offer paid sick leave to active participants, but at a reduced number of hours; or,
- Place participants on an Approved Leave of Absence if sub-grantees do not have available SCSEP PWFB funding.
In order to receive paid sick leave, active SCSEP participants must meet one of the below criteria:
NOTE: In instances where participants were placed on an approved leave of absence due to COVID-19 before December 1, 2020, SCSEP sub-grantees shall contact these participants to offer paid sick leave.
Additional Direction for SCSEP Sub-Grantees:
Each sub-grantee needs to estimate the funding they have remaining in the current program year and determine the amount of SCSEP funds they have remaining for PWFB. Each sub-grantee will be given latitude to pay up to 20 hours of paid sick leave per week maximum or reduce these hours if SCSEP funds are not available.
