Long-Term Care Resident Rights
Pennsylvania provides support to any long-term care resident by resolving individual complaints involving their long-term living services through the states Ombudsman Program. This program also works to improve and enhance the long-term living system, its laws, regulations, policies, and administration through public education and programs to empower facility residents.
If you or a loved one need to file a complaint, please speak to the ombudsman coordinator through your local Area Agency on Aging.
Reporting Elder Abuse

Abuse reports can be made on behalf of an older adult whether the person lives in their home or in a care facility such as a nursing facility, personal care home, hospital, etc. The reporters may remain anonymous and have legal protection from retaliation, discrimination and civil or criminal prosecution.
COMMON SIGNS AND/OR SYMPTOMS OF ABUSE MAY INCLUDE:
- Weight Loss
- Bruises or Broken Bones
- Increased Confusion
- Unusual Withdrawals From Any Account
- Signing Over One’s Home to Another
